Carroll attended Sistersville High School in West Virginia where he became student body president and met Mary M. Hickman, his wife of 68 years. He joined the U.S. Army in 1953, serving at a missile defense facility near San Francisco, Calif. until 1956. Carroll began his oil and gas career with Amoco Production in Tyler, Texas in 1968 before relocating to Houston in 1971. He and his family moved to Edmond, Oklahoma in 1975 when he joined Energy Reserves Group. He went into business for himself in 1980, becoming an independent owner, developer and operator of oil and gas production, most of which was in Oklahoma. Carroll and Mary later invested in residential real estate income properties in Edmond.
